Proper Pronoun "Who" vs "Whom" Usage

Hello and thank you for your question.
It is interesting to note that 'whom' isn't often used anymore especially in casual or informal speech and writing. However, there are still rules surrounding when it can be used.
'Who' is used when it is linked to the subject of a sentence - for example: 'That is the girl who scored the goal' - The girl scored the goal, she is the subject and so 'who' is linked to her.
'Whom' is used when it is linked to the object of a sentence - for example, 'Whom do you like?' - 'I like him' - 'him' is the object of the action 'like' and is linked to 'whom'. Or, 'That girl is the one whom I like.' - the girl is the object of the action 'like', and so we will use 'whom'.
I really hope that this helps, but please feel free to ask another question if you need more clarity.
